We are grateful for your continued support as we advance the development of a comprehensive countywide transportation system. However, it is important to recognize that creating such a system is a complex, multi-step process that takes time.

In the months leading up to the millage proposal, our efforts were focused on educating the community about the importance of public transit – identifying existing gaps and highlighting the potential for growth with a dedicated funding source. We presented budget proposals, service scenarios, and general information, all of which were informed by years of data analysis and valuable customer feedback. Collaborating closely with Battle Creek Transit employees and leveraging insights from the BCGo mobility pilot, we developed a service plan that reflects the level of service we aim to provide. Through their expertise, we were able to build a budget based on actual operating costs and develop service scenarios aligned with the desired operation hours. This budget, along with the associated millage proposal, was then presented to the community for approval.

Prior to the approval of the millage, we couldn’t fully begin the behind-the-scenes work, as funds needed to develop the system weren’t available. Initial funding for TACC came from the county and all four participating cities: Albion, Battle Creek, Marshall, and Springfield. This funding was dedicated to marketing and hiring a consultant(s) to oversee the development of the authority. Now that the millage has passed and taxes are being levied, we’re tackling the critical steps that come with starting a new service: creating policies, developing organizational structures, acquiring consultants and legal support, purchasing vehicles, and working on agreements between municipalities to transfer assets to the new transportation authority. Additionally, we are currently working with the FTA (Federal Transit Administration) to become the dedicated recipient of transit funding which will allow us to be reimbursed for the services we provide. Although transit is subsidized from Federal and State dollars, these dollars are collected on a reimbursement basis. This means we need sufficient capital to launch and operate the service independently, which is why it was crucial to begin collecting the millage revenue as early as possible, even before the service begins operation.

We know that our communities are eager to see Ride Calhoun vehicles on the road, and we share in that excitement. However, building a sustainable, reliable transportation system is a detailed and complex process that requires careful planning and coordination. We’re committed to getting it right for our community and ensuring the system works for everyone. We appreciate the patience and support of our community as we work diligently to deliver a transportation system that will make a meaningful impact for years to come.
